Job description: Duties Description – Oversee all aspects of the Departments Real Property Services, including supervision, training, and monitoring of appraisals, surveys and negotiations with landowners. Resolve issues and problems associated with complicated appraisals and negotiations.
– Supervises and directs subordinate real estate staff including multiple technical units who are assigned to specific areas of specialization or assigned responsibility for specific geographic areas of the State.
– Provides guidance and technical direction to subordinate and other agency real estate staff regarding policies, procedures, laws, rules and regulations related to agency real estate operations.
– Reviews and approves property acquisitions, assessment, dispositions, or other program actions having legal implications and/or involving large dollar values.
– Develops and implements operational policies, procedures, guidelines, and directive regarding real estate program operation.
– Provides real estate policy and technical advice to agency management staff regarding real estate program operations and legal limitations and requirements.
– Ensures that the work performed by contract staff in areas such as appraisals, assessments, and surveys is technically accurate, market appropriate, and in conformance with agency and State rules, regulations, and policies by personally reviewing reports, assessments and other information submitted by contract staff or by supervising subordinate staff assigned to review such documentation.
– Ensures that program activities are coordinated with capital improvement, reconstruction, rehabilitation, and/or construction projects as well as other State, federal, local, private, and not-for-profit programs and entities affected by agency real estate operations.
– Prepares or supervises the preparation of annual budgets and staffing plans for assigned program operations.
– Oversees or personally conducts settlement meetings and other meetings regarding in terms and conditions of sales and acquisitions.
– Communicate and regularly work with other State Agencies such as the NYS Office of Taxation and Finance – State Land Assessment Unit, NYS Office of State Comptroller, and the NYS Office of Attorney General, NYS Office of General Services.
– May assist in or oversees public hearings and other public information sessions held in relation to real estate actions supporting agency operations.
– May represent the agency or program by serving as a technical expert in legal proceedings involving the Court of Claims.
– Participates in Division Leadership Team meetings and provides guidance to the Bureau.
– Assists in the coordination of division-wide programs and long-range planning.
– Evaluates effectiveness of programs and projects within the section and implements revisions to work plans and processes to improve efficiency.
– Works with Bureau Chiefs within the Division to improve communication and workflow in the section and Division as a whole.
– Develops and implements training for Program managers regarding section processes and procedures.
– Assess staffing levels, roles and responsibilities and make recommendations for appropriate staffing levels and titles.Minimum Qualifications Minimum Qualifications for Provisional Appointment:You must be a qualified employee of the New York State Department of Environmental Conservation or the Office of Parks, Recreation and Historic Preservation and have had one year of permanent competitive or 55-b/55-c service as:Either
A. Real Estate Specialist 2 (Conservation);Or B. Senior Land Surveyor or Professional Land Surveyor 1.Reassignment – Currently in the title and an employee of DEC
orReinstatement Eligible – Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
orEligible for transfer under Section 52.6 – Must have current or prior permanent service in a title designated as 52.6 and within two salary grades of this position. Determination of titles that are 52.6 eligible can be found on the Department of Civil Service website, search “GOT-IT”
orEligible for Transfer under Section 70.1 – One year of permanent competitive service as a Real Property Analyst 3lf no more than three individuals meeting the provisional qualifications are interested, it will be possible to make a permanent appointment via non-competitive promotion. The minimum qualification for non-competitive promotion are: You must be a qualified employee of the New York State Department of Environmental Conservation or the Office of Parks, Recreation and Historic Preservation and have had one year of permanent competitive or 55-b/55-c service as Real Estate Specialist 2 (Conservation).Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Must be able to negotiate difficult terrain.
Must be able to work in adverse weather conditions.
Travel may be required.
